The European Union's development finance arm has committed fresh capital to Malaysia's semiconductor sector. EIB Global, the international development arm of the European Investment Bank Group, is lending USD 250 million to Netherlands-based chipmaker NXP Semiconductors N.V. to expand a back-end chip manufacturing facility located close to Kuala Lumpur.
The deal was announced at the European Union-Malaysia business forum in Kuala Lumpur, an event attended by European Commissioner for International Partnerships Jozef Síkela. The loan is structured as an investment loan supporting the promoter's expansion of the plant, which assembles, packages and tests semiconductors destined for cars, industrial equipment, smart-home devices and identification and payment systems.
According to the European Investment Bank, the project is scheduled for completion by 2030 and will create more than 1,000 jobs in Malaysia while transferring technology and know-how to the country.
For NXP, the financing will support diversification of its global manufacturing footprint and strengthen semiconductor supply chains serving European industries. EIB Vice-President Nicola Beer characterised the arrangement as delivering value on both sides.
"Semiconductors are critical to Europe's competitiveness and economic security," Beer said. "This investment strengthens a leading European company while bringing technology, know-how and high-quality jobs to Malaysia. It is a win-win operation that delivers benefits for both Europe and Malaysia."
The operation falls under the EU's Global Gateway strategy, which mobilizes international investments in areas including digital technologies. Commissioner Síkela connected the loan to the Union's wider partnership agenda with Malaysia. "Semiconductors are at the heart of the modern economy and the technologies that will shape our future," he said.
"Through Global Gateway, the EU and the European Investment Bank are supporting NXP's investment in Malaysia to expand advanced semiconductor manufacturing, create high-value jobs in Malaysia and strengthen our supply chains. With Global Gateway, we are turning our partnership into skills, opportunities, and lasting value for both Malaysia and Europe.
" Global Gateway is the EU's framework for closing global investment gaps and fostering smart, clean, and secure connections across the digital, energy and transport sectors, while also reinforcing health, education and research systems.
The strategy operates on a "Team Europe" basis, combining the EU, its member states, and European development finance institutions. The European Investment Bank states that these partners have mobilised more than USD 336.18 billion in public and private investments since 2021, aimed at building links with partner countries rather than dependencies.
The Malaysian loan extends an existing financial relationship between the Luxembourg-based bank and the chipmaker. In 2024, the EIB provided USD 1.12 billion in financing for NXP's research, development and innovation activities in Europe. Andy Micallef, Executive Vice President and Chief Operations and Manufacturing Officer at NXP Semiconductors, welcomed the renewed backing. "We are grateful for the continued support of the European Investment Bank, a longstanding partner in advancing NXP's growth and innovation agenda," he said.
"This financing will help expand our manufacturing footprint in Malaysia, strengthen the resilience and diversification of semiconductor supply chains serving our customers worldwide, and create high-value employment opportunities while fostering technology development and skills in the region."
NXP Semiconductors N.V., listed on the Nasdaq under the ticker NXPI, supplies solutions for the automotive, industrial & IoT, mobile, and communications infrastructure markets. The company operates in more than 30 countries and reported revenue of USD 12.27 billion in 2025.
The European Investment Bank describes the company's "Brighter Together" approach as combining leading-edge technology with its workforce to develop system solutions for the connected world. The Malaysian expansion, running through 2030, ties together the economic security priorities voiced by Vice-President Beer in Brussels and the partnership strategy promoted by Commissioner Síkela in Kuala Lumpur, placing a European chipmaker's Asian manufacturing base at the centre of both.
